Minutes of the Parish Council meeting held at Holton Village Hall
on Monday 15th September 2025
A meeting of the North Vale Parish Council was held at 7:00 pm on Monday 15th September 2025 at Holton Village Hall.
Present: David Young (Chair), Graham Boaler (GB), Jenny Chambers (JC), Douglas Hodges (DH), Julian Sincock (JS), and Max Oatley (MO). Barry Druce (Clerk) Hayward Burt (HB) (Unitary Councillor) 1 member of the public
Apologies: Apologies for absence were received from David Badham-Thornhill, Janet Down (JD), and Unitary Councillor Nicola Clarke.
Electors Question Time /Comments: The Chair invited the member of the public to address the meeting and he asked if a decision had been made in respect of Planning Application 25/01604/PIP., as to whether or not there will be 2 or 4 dwellings constructed on the site. JS stated that Outline Planning Permission had been granted to develop the site but there is still no indication on how many will be built, and that will only be known when an actual detailed Planning Application has been submitted.
Unitary Councillors’ Report: The Unitary Councillors’ written reports which had been circulated previously were taken as read and noted. HB referred to the issue that is circulating on the use by Somerset residents of Dorset Council Waste sites and stated that is still under discussion. He stated that the planning backlog was now being cleared fairly quickly, with some applications being referred to Local Authorities as far afield as Glasgow in order to speed the process. HB reminded members that the local PC SO was now permanently based in Yeovil and there was no cover locally. He stated that the Government are currently undertaking a revue of the Post Office service nationally and a Green Paper was being prepared for discussion.
25.065 Declaration of Interest/Dispensations: The Chair declared an interest in PA 25/02127/DOC1, Home Farm House Maperton, and this was noted..
25.066 Minutes of Last Meeting: The minutes of the Parish Council Meeting on the 21st July 2025 were taken as read and as PROPOSED by GB, SECONDED by DH, were unanimously approved. There were no matters arising.
25.067 Planning Applications: The following planning applications had been received since the previous meeting:-
25/01853/TCA – Notification of intent to remove No. 1 Apple Tree within a Conservation Area. – Greystones Holton Street Holton NOTED 25/02101/DPO – Application to remove/discharge the S106 Agreement between South Somerset District Council and Claude Laurence Greville Wadman and Jean Wadman dated 8.6.07 relating to planning approved permission
05/01729/FUL – Elliscombe Farm Maperton – JC reported the history behind this application and explained that the S106 Agreement was originally intended to cover agricultural occupancy for a farm worker’s cottage intended to be built on the land, linked to the main farmhouse, which was subsequently never built. The owner had made an application in 2014 for the S106 to be removed but the planning officer at that time felt it was unnecessary. The original applicant had now passed away and the farmhouse is on the market for sale, but this is proving difficult whilst the S106 Agreement is in place. General discussion then ensued and it was eventually decided that the Parish Council should submit that it has No Objection to this planning application.
25/02127/DOC1 – Discharge of Conditions No. 06 (Biodiversity Gain Plan), No. 07 (Habitat Management & Monitoring Plan (HMMP) and 08 (Arboriculture) of planning application
25/00029/FUL – Home Farm House Maperton . Brief discussion took place and it was decided that the Parish Council should submit that it has No Objection to this planning application.
25.068 Planning Decisions – The following planning decisions had been received since the previous meeting:-.
25/01604/PIP – Permission in principle for the erection of a minimum of 2 dwellings and a maximum of 4 dwellings – Cherry Acre Lower Cheriton Lane North Cheriton GRANTED
24/02945/FUL – Conversion and extension of existing barn into a residential dwelling. Replaces Class Q approval
23/02351/PAMB – Existing Agricultural Building Land East Of Blackacre Hill North Cheriton GRANTED
25.069 Planning Other – (a) The Clerk drew members’ attention to the paper from Somerset Council concerning the Somerset Council Planning Backlog Action, which had been circulated previously, and this was noted.
25.070 Correspondence: All correspondence of interest received by email had previously been distributed and were taken as read, and items of potential interest were referenced.
25.071 Financial Matters
(a) Review balances as at 31st August 2025 – The schedule was reviewed. The balance as at 31st August 2025 stands at £18,626.55… (b) Authorise Payments – The following items were authorised for payment:- (i) Barry Druce – Clerk’s salary and expenses for July 2025 – £344.00 (ii) HMRC – Payment of PAYE deduction – £79.80 (iii) Lloyds Bank Charges – £4.25 (iv) Wayne Pamphillion – Inv 39 – £180.00 (v) Lloyds Bank Charges – £4.25 (vi) Wayne Pamphillion – Inv 58 – £90.00 (vii) Lloyds Bank Charges – £4.25 (viii) Barry Druce – Clerk’s salary and expenses for August 2025 – £271.94 (ii) HMRC – Payment of PAYE deduction – £66.60 (c) Report Monies Received – The following payments had been received:- (i) 11th August 2025 – Bank Interest – £11.50
25.072 Speed Indicator
Device latest update – The Chair reported that he had revisited Crestmoor Construction and had discussed the siting of SiD posts with their managers and was pleased to report that they had offered to carry out this work free of charge. Members agreed that this is a very generous offer and should be accepted without hesitation. MO reported that he had undertaken considerable research into the subject of traffic recording and had discovered various data sources, and the existence of relatively inexpensive, mobile equipment that could be used to collect data locally. General discussion followed and it was agreed that MO would provide the Clerk with a report for circulation and discussion at the next meeting.
25.073 Matters of report and items for next meeting. –
(a) JC referred to the recent spate of burglaries and reported that she had been one of the victims: she stated that when she had reported the crime to the police, they had demonstrated a very disappointing lack of interest. HB reassured members that the perpetrators had been apprehended and were now being dealt with.
(b) JS stated that the road signage on the A357 between Lattiford and North Cheriton was now so faded that the signs needed to be replace. The Clerk undertook to notify Somerset Council.
(c) JS reported that the drains outside the gates to Edwards House, North Cheriton, were badly blocked and needed clearing; the Clerk undertook to notify Somerset Council.
