DRAFT MINUTES
Monday 15th November 2021
Holton Village Hall
Present: Dave Young (Chairman), Janet Down, Douglas Hodges, Simon ford, Jenny Chambers, Gillian Freeman, Hannah Crofts and Graham Boaler.
In attendance: Hayward Burt, David Chapman (Clerk) and 3 members of the public.
Electors Question Time/Comments
A local resident raised concerns about planning application 21/0308/HOU regarding where the contractors vehicles would park and the length of working hours. It was suggested that vehicles could park on site and that the hours should not exceed normal working hours.
County / District Councillors Reports:
Hayward Burt reported that the closing date for applying for businesses adversely affected by Covid 19 was approaching.

21.65 Minutes of Last Meeting;
The minutes of the Parish Council Meeting on Monday 18th October 2021 were agreed and signed.
21.66 Matters Arising from Minutes:
Clerk reported that Crestmoor has quoted £106.95 plus VAT and installation for a grit bin at Sherils Corner. Councillors agreed to accept the quote.
21.67 Planning Applications:
21.67.1 21/0308/HOU Hill View Bungalow, Higher North Cheriton Road, North Cheriton – alterations and extensions to bungalow to create two storey dwelling house – Councillors had no objections in principle but would like to see conditions imposed asking the contractors to park on site during the construction stage and to work only during normal working hours.
21.67.2 21/03023/FUL Adjacent Elm Cottage, North Cheriton Road, North Cheriton – erection of a detached dwelling and associated new vehicular access and parking. No objections.
21.67.3 21/03069/PAMB Maperton Dairy Unit, Maperton BA9 8EN – notification of prior approval for conversion of agricultural barns into 4 residential dwellings. Clerk reported that this application has been refused by the SSDC planning department.
21.67.4 2102205/FUL Solar Site South of Brains Farm, Moor Lane, Wincanton – proposed solar farm and associated development – amended plans to exclude the erection of a 15m communications tower / mast. Councillors had no objections in principle but would like to see conditions included in any approval that tie down the biodiversity aspects of the proposed development.
21.68 Planning Decisions: none
21.69 Correspondence:
21.69.1 Somerset Association of Local Councils – proposed regulations regarding cemeteries. Councillors were strongly opposed to the proposals that would mean that grave plots should increase from 4 meters2 to 5 meters2 as this would reduce the number of graves available in the cemetery in North Cheriton. Councillors were also opposed to the rule that would prohibit burials within 10 meters of drain / ditch as this would greatly reduce the amount of available graves.
21.70 E A Gale’s Parish Lands Charity – nothing to report.
21.71 Financial Matters:
21.71.1 Review of bank balances at 31st October 2021 – reviewed and agreed. The current balance stands at £11,569.27

21.72 Speed Indicator Device
Simon Ford reported that the SID is working well and that the batteries are lasting for much longer. He also said that he has downloaded some information from the system and it showed traffic travelling very quickly along the A357.
Clerk reported that the company who supplied the SID would charge around £2,020 for an additional SID, which is the same as the price paid in 2019. Clerk to investigate if a SSDC community grant is available towards the cost.
Clerk reported that David Badham – Thornhill has attended the chapter 8 training course and needs to retake one of the exams.
21.73 Matters of report and items for next meeting:
21.73.1 The next meeting will held on Monday 20th December at 7:30pm in Holton Village Hall. * * PLEASE NOTE THIS MEETING HAS NOW BEEN CANCELLED.
A local resident reported that a tree behind the bus shelter in North Cheriton needs attention. Simon Ford will investigate.
